PREFACE

First at all, give thanks for God’s love and grace for us. Thanks to God for helping me and give me chance to finish this assignment timely. And I would like to say thank you to those who have guided in completing this paper.

This paper entitled “unemployment” contains of the type of unemployment,the factor that cause unemployment. Beside that, this paper describes how to handling the problem of unemployment.

As the saying goes, "There is no ivory that is not cracked", our results are not as perfect as what is in want preceptor. However, we have tried as much as possible. For the criticism and suggestions we desperately need to improve this paper.

Therefore, we hope that this paper can be useful reading for all.

CHAPTER I

INTRODUCTION

1.                  Background

One of the main issues in Indonesia is the problem of unemployment. unemployment as familiar among the public. Unemployment is the most serious problem, because the existence of unemployment, productivity and incomes reduced,so give rise to social problems. Lack of revenue caused unemployment should reduce their consumption, so give decrease of prosperity and welfare. Unemployment cause psychology effect on the unemployed and their family. High unemployment can also cause politic and social turmoil that interfere economic development. Large labor force make labor problems become very large and complex.

Unemployment can occur due to various factors such as lack of employment, job seekers competence is not in accordance with the labor market and internal problems that occurred in individual. The phenomenon of unemployment is closely related to the termination of employment, caused among others; companies are closing / reduce its business because of the economic crisis or security unfavorable; investment issues; obstacles in the process of import export, etc.

2.                  Purpose

1)      To know the cause of unemployment

2)      To know the problems someone both internal and external

3)      To give solution the problem of unemployment

CHAPTER II

PROBLEM

1.                  Definition

Unemployment or out-of-work is a term for people dont work, looking for work, working less than two day during the week, or someone who is trying to get a decent job. In general,unemployment  occur due to the workforce or job seekers are not proportional with amount of job that can absorb. Unemployment often becomes a economic problem because  productivity and incomes will be reduced so that it can cause poverty and other social problems.

a.       Types of unemployment

Based on work hours, unemployment grouped into 3 types:

-          Disguised unemployment is  a labor don’t  work optimal because a specific reason

-          Under unemployment is a labor don’t work optimal because there are no jobs,under unemployment usually work less than 35 hours during the week.

-          Open unemployment is a labor don’t have a job although it had to try maximum.

b.       Based on the cause

1)      Frictional unemployment is unemployment as workers wait a better job.

2)      Structural unemployment is the unemployment caused by the unemployed looking for jobs but unemployment are not able to requirements  specified

3)       Technology unemployment is unemployed due to development / change of technology. These changes can cause workers to be replaced with the use of technology applied.

4)      Kiknikal unemployment is unemployment due to the economic slowdown cause he company was not able to accommodate all existing workers. Examples: due to other similar companies operate or products by the public purchasing power declined.

5)      Seasonal unemployment is unemployment due to the economic cycle that fluctuates because the change of seasons.Generally,in  the sector agriculture and fisheries. Examples : farmers and fishermen.

6)      Unemployment underemployed is unemployment that worked under normal hours (about 7-8 hours ).

7)      Unemployment expertise is unemployment caused by the lack of jobs appropriate with area of expertise. This type is called unemployment is not obvious due to the activity of expertise but have not received the money. Example are student and collager.

8)      total unemployment is unemployment don’t get a job, because of the lack of jobs or the absence of opportunities to create jobs.

9)      unique enemployment is workers receive regular salary without cutting,but in the workplace often filled with stories of fellow workers because nothing job. This is caused the workplace redundancy, exceptions to employees or firefighters or natural disaster.

2.                  Client problem

This client was a man aged 20 years old. He admitted difficulty to get job because he only graduated from senior high school. He told that company look for female employee,because women is a careful and ductile. When he apply to salesperson,he told that income is not comparable.

The era of globalization,is not enough graduate SMA/SMK to get job,but required knowledge and skills. He feel desperate and then now he decided to unemployed. Nevertheless, he still look for job. just he don’t gotten a call for company.

CHAPTER III

PROBLEM SOLVING

1.                  Small talk

I accost the clients when he was sitting in a home page, then I asked her to get an acquainted. From this introduction I was informed that his named is Nandang. He was graduated from Taruna Ganesha Bandung senior high school. He live at Bojongkacor RT 03/14 no 55 Cibeunying. He stay together with his parent,his brother and his sister.

2.                  Ventilation

After we get an acquainted the client told his problem. In senior high school,he is a clever man. He always get rate in the class. First, he sign up in university via SNMPTN and SBMPTN but he failed. Finally, he decide to work. But, he don’t have job that he want. He worked as a salesperson. He survived only two month. Then, he sign up at the factory in Bandung but he don’t get work call. He don’t like this situation. He usually feel that he is not usefull. He only trouble his parent.Daily activities, he usher his sister go to school,he play with his friend and in the evening he usually read book and draw anime.

3.                  Advice giving

·         Entrepreneur

During of the people people are still dependent on the search for a job in a particular company, unemployment will remain a thorny issue. The problem becomes resolved when people want to create jobs atau entrepreneur. However, self-employed was not easy.

·         To encourage development of independent businesses.Small businesses and large businesses need to channel funds through banks such as rural banks with an interest rate below 15% per year.

·         To help the poor family businesses, people need loan with low interest.

·         Education and Job Training Program

Unemployment caused by the problem of unskilled labor and experts. Companies prefer job candidates who already have the skills or expertise. The problem is relevant because unemployment in Indonesia mostly have not skills or expertise. To resolve the issue, we need  institutions that educate the workforce ready. The most important education and vocational training program. that is conformity with the qualifications required by most companies.

4.                  Ability development

From the interview, I knew that he had talent for draw anime. Its good if that hobby to developed. if occupied, I feel its can be way out the problem of unemployment.
